Objectives of Phase I and II

Unesco-Nigeria Revitalisation Project Phase I Objectives

1. Establish six staff development centres for TVE staff training, with the seventh at the Board’s secretariat. These provide continuous staff development and capacity building activities for the sub-sector. The number of TVE staff trained was 8648. This is not inclusive of the training arrangement between the NE ZC at Bauchi with the National Teachers Institute (NTI), under which some 488 teaching staff have obtained teaching qualifications in education

2. Equip the seven SDCs with VSAT, Computers, document production and presentation facilities

3. Initiate the review of TVE curricula, and so far over 57 No. curricula have been reviewed and made available to stakeholders, in digital and hard copies. ICT and Entrepreneurship Education have been fully incorporated into all TVE curricula

4. Organise a number of national and international workshops aimed at training the trainers in TVE

5. Procure and deliver to each SDC about 200 titles of relevant textbooks and publications

Unesco-Nigeria Revitalisation Project Phase II Objectives

the main objectives of the Project are:

     1.  The enhancement of continuing TVET staff development system.
     2.  The improvement of the quality of content of TVE; and
     3. The strengthening linkages of non-formal with formal TVET to enhance            employment opportunities of unskilled and illiterate youth.

The project will also draw on the achievements and experience gained from the successful implementation of the Project ‘Support for the Revitalisation of Technical and Vocational Education in Nigeria- Phase I” which was implemented during 2001-2004. The network of seven Staff Development Centres that were established during that phase of the project will serve as a basis for expansion of the network
Since the commencement of implementation of Phase II, in January 2008, the following activities have been undertaken:

1. Six institutions have been identified to host the 6 additional centres for staff development as given below. These will support the existing 7-SDCs in serving as the focal point of its operations.

    a) South South – Delta State Polytechnic Otefe-Ogharra
    b) North West – Kano State Polytechnic
    c) South East – Akanu Ibiam Federal Polytechnic, Unwana
    d) South West – Federal Polytechnic, Ilaro
    e) North Central – Federal Polytechnic, Idah
    f) North East – Federal Polytechnic, Damaturu


2. Training of Core Team of Trainers at Bauchi and Yaba on 21st – 25th July and 28th July – 1st August 2008 respectively. A total of 72 participants trained.

3. Information Technology Multimedia Simulation Workshop, in conjunction with UNESCO and the Chiba Institute of Technology, Japan. The workshop was conducted on 28th April – 3rd May 2008 trained a total of 30No participants.

4. Guidance and Counselling Workshop organised on 27-31 October 2008. 28No TVE staff trained on new and innovative techniques in G & C, especially for TVE.

5. Teaching Materials Development, 12 programmes targeted to produce and develop teaching materials and resources for technical teachers. Workshop scheduled for 24th November – 6th December 2008 Additionally, the Project will, among other things, undertake the following activities:

    • Review and develop Curricula for the Polytechnics
    • Review and develop Curricula for the newly established Vocational Enterprise       Institutions (VEIs) and Innovation Enterprise Institutions (IEIs)
    • Prepare textbooks for TVE programmes
   • Assist in the development of the National Vocational Qualifications Framework         NVQF
    • Provide skills training for the target population
